    Citizens’ Independent Transportation Trust elects new Trust Officers

      The Citizens’ Independent Transportation Trust (CITT) is pleased to announce the election of its new officers. Mary Street, who represents Miami-Dade County’s District 5 on the Trust, has been elected Chair. Joining Chair Street in leadership are the Honorable Peggy Bell, elected as First Vice Chair, and Meg Daly, elected as Second Vice Chair.

      Street is an attorney at Wicker Smith in Coral Gables, where she focuses her practice on medical malpractice defense and appellate litigation. She previously served as a legal consultant for the United Nations Office on Drugs and Crime and clerked for judges on the D.C. Court of Appeals and the D.C. Superior Court. She and her husband, Matthew Street, have called Miami home since 2014.

      A passionate advocate for smart city planning including transit options, Street has lived car-free in cities around the world, including three years in the City of Miami, and is committed to improving mobility, safety, options, and access for all Miami-Dade residents.

      “It’s an honor to serve as Chair of the CITT at such a pivotal time for transportation in Miami-Dade County. I look forward to working with my fellow Officers, Trust Members, and our partner agencies in the County and municipalities across the county to advance a more connected, accessible, and sustainable transportation network. Together, we will continue expanding mobility options that meet the diverse needs of our community,” Street said.

      She added, “Congratulations to our new First Vice Chair, Peggy Bell, and Second Vice Chair, Meg Daly — together we will help move Miami-Dade forward.”

      Peggy Bell

      First Vice Chair Bell represents Miami-Dade County’s District 8 and brings over a decade of public service experience. She served on the first Town Council of Cutler Bay and was later elected as the town’s first female mayor in 2014, serving until 2018. A long-time resident of District 8 and a licensed Florida Realtor, Bell has been a strong advocate for transportation improvements and community development throughout her career.

       

      Meg Daly

      Second Vice Chair Daly represents Miami-Dade County’s District 7 on the Trust and is the founder and Executive Chair of Friends of The Underline (theunderline.org) – a nonprofit leading the transformation of the land beneath Miami’s Metrorail into a 10-mile linear park, urban trail, and community destination. With over 30 years of experience in sales and marketing, Daly has held executive roles in public relations, advertising, technology, and real estate. She is also active in civic life, serving on several philanthropic boards and community initiatives.

      The Trust’s Executive Director, Javier A. Betancourt, also offered his congratulations to the new Officers.

      “I commend Chair Mary Street, First Vice Chair Peggy Bell, and Second Vice Chair Meg Daly on their election to lead the Trust. Their combined experience, vision, and dedication to public service will be instrumental as we work together to improve and expand transit services across Miami-Dade County,” Betancourt said. “From advancing the People’s Transportation Plan to delivering the transformative projects of the Strategic Miami Area Rapid Transit (SMART) Program, I am confident that this leadership team will help drive meaningful progress for our community.”

      The new Trust Officers were elected last month and will be officially sworn in at the upcoming CITT Full Trust meeting scheduled for Wednesday, October 22, 2025, at 5 p.m.

      This week, Betancourt, on his role as host of CITT’s Mobility Matters podcast, interviewed Street regarding her background and her vision for transit and transportation in Miami-Dade County as she begins her tenure as Chair of the CITT.       The CITT is the 15-member body created to oversee the implementation of the People’s Transportation Plan, which is funded by the half-penny sales surtax that was approved by Miami-Dade County voters in November 2002.

      The CITT currently has vacant seats in Districts 9, 10, and 12. The CITT is accepting applications for these seats.
