Miami city manager Art Noriega V has announced the promotion of David Snow to the position of director for the Planning Department and the appointment of Jose R. Perez as director of the Office of Capital Improvements.
Snow brings more than 24 years of experience in planning, zoning code development, urban design, and management. As assistant director of Planning, he had taken on various planning roles, deepening his knowledge of the city’s projects, and focused on advancing climate adaptation strategies.
Snow holds a Bachelor of Science in Planning and Urban Development from Arizona State University. His commitment to special projects, aimed at departmental growth and professional development, makes him a crucial member of the city’s leadership team.
Perez has more than 40 years of experience in professional architecture construction and management. He also has extensive knowledge in the construction of institutional, commercial, educational, and residential facilities for municipal and state governments, as well as private and corporate clients.
Perez served as an architect for MSA Architects Inc. where he was responsible for the implementation of the Project Client program and coordinated construction documentation for over 22 multi-family projects, low, and mid-rise. Additionally, he was an office manager/senior architect/director of facilities for Amec Foster Wheeler where he was responsible for providing a full range of services. Serving local, municipal, and state clients in the South Florida and Southwest Florida areas.
Perez has a Bachelor of Arts in Architecture from the University of Miami. He is a registered architect, interior designer, general contractor, and real estate agent in the state of Florida.
He is also a LEED Accredited Professional and a member of the National Council of Architectural Registration Boards (NCARB).
