Miami City Manager Art Noriega V has announced the promotion of Erica Paschal Darling to the position of chief financial officer (CFO)/assistant city manager and Arturo Duque to the position of CIO/director of Innovation & Technology.
Paschal Darling graduated from the School of Business and Industry of Florida Agriculture and Mechanical University, with bachelor’s and master’s degrees in Business Administration.
She began her career with the city in August 1999. Subsequently, she met all requirements in the State of Florida to be licensed as a Certified Public Accountant and has maintained an active license since October 2006.
During her 25-year tenure, Paschal Darling has held various positions of a financial capacity in the departments of Housing and Community Development, Office of Capital Improvements, Solid Waste and Finance, with her most recent role being the finance director since April 2017.
Duque holds a Bachelor of Science in Information Systems from CUNY and an MBA from Pace University. He established his career spanning the private, financial, and public sectors including impactful roles at Equitable Life and Johnson & Johnson, where he led major technological initiatives and gained deep experience in project management, software engineering, and technology operations. As Manager of the Systems Auditing Department at Banco de Occidente, he oversaw comprehensive systems audits, ensuring operational integrity and regulatory compliance.
For the past 23 years, Duque has served the City of Miami, guiding complex enterprise software development projects and driving technological innovation. During his tenure here at the City of Miami, he has held the positions of Senior Systems Analyst Financial Systems, project manager Financial Systems, Oracle ERP manager, Applications Support and Integrations manager, interim deputy director/CIO, and interim director/CIO. His leadership includes strategic planning, the implementation of the ERP, land management systems, and GIS applications, as well as pioneering AI adoption for public sector use.
