Miami city manager Art Noriega V has announced the promotion of Natasha Colebrook-Williams to the position of deputy city manager, the promotion of Asael Marrero to the position of assistant city manager of infrastructure, the appointment of Barbara Hernandez as assistant city manager of operations, and the appointment of deputy fire chief Robert Hevia to the position of fire chief.
Natasha Colebrook-Williams holds a bachelor’s degree in advertising and public relations and has over 20 years of experience in the areas of local government administration and non-profit organizational leadership.
She served as chief of staff for the City of North Miami city manager and the interim director of the internationally renowned Museum of Contemporary Art in North Miami prior to coming to the City of Miami and working in the capacity of assistant city manager of operations.
Additionally, Colebrook-Williams is a member of the International City/County Management Association, Miami-Dade City County Management Association, and the National Forum for Black Public Administrators.
Asael Marrero holds a bachelor’s degree in architecture and architectural studies and has over 25 years of professional supervisory experience in the architecture/engineering, construction, and permitting field, which includes over 15 years of diverse county/city government management.
He also has served as the Miami-Dade County Division director for Design and Construction Services of the Internal Services Department prior to working for the City of Miami as Building Department director.
Additionally, Marrero is a Florida Registered Architect, interior designer, International Code Council Certified Plans Reviewer/Inspector, an appointed board member of the Miami-Dade Arts in Public Places Trust and currently appointed by Florida Gov. Ron DeSantis as a commissioner of the Florida Building Commission.
Barbara Hernandez holds bachelor’s and master’s degrees in public administration and has 21 years of experience in public administration at the municipal level. She served as the director for the City of Doral’s Parks and Recreation Department, the city manager of Doral, and the director for the City of Miami Parks and Recreation Department.
Additionally, Hernandez is a member of the International City Manager Association (ICMA) and the Florida City and County Management Association (FCCMA).
Robert Hevia holds a Master of Business Administration (MBA) and Doctor of Nursing Practice (DNP) degree and has held key positions from firefighter to chief fire officer, assistant fire chief, and deputy fire chief. As the city’s emergency manager, he played a pivotal role in steering the COVID-19 response in conjunction with spearheading transformative initiatives in fire-rescue operations, emergency management, and healthcare.
Additionally, Deputy Chief Hevia is an accomplished Board-Certified Nurse Practitioner, bringing invaluable clinical expertise to his endeavors.
