Miami city manager Art Noriega V has announced the appointment of Munirah Daniel as the city’s new Finance director and Trelana Haines as director of Code Compliance.
Daniel brings over 17 years of experience in governmental and public accounting. Since 2017, she has served as assistant director of Finance for the City of Miami, leading her team in producing Annual Comprehensive Financial Reports (ACFRs) with unqualified audit opinions and earning the Government Finance Officers Association’s Award for Excellence in Financial Reporting each year. She also has played a key role in modernizing the City’s financial systems, including the ongoing Oracle Cloud implementation.
Previously, Daniel served as comptroller for the City of Coral Gables, senior auditor with the City of Miami’s Office of the Independent Auditor General, and auditor with Ernst & Young LLP.
A summa cum laude graduate of Florida State University, she holds both bachelor’s and master’s degrees in Accounting and has been a licensed Certified Public Accountant in Florida for more than 18 years.
Haines brings nearly two decades of city service and strong leadership experience to her new role as director of Code Compliance. Since April 2024, she has served as assistant director, where she helped guide strategic planning and departmental operations. A lifelong Miamian, she holds both bachelor’s and master’s degrees in Public Administration from Barry University.
Haines began her city career in 2007 and has served in multiple departments — including Finance, Planning, and Fire — before joining Code Compliance in 2015. Rising through the ranks from inspector to supervisor and then assistant director, she has built a reputation for accountability, fair enforcement, and community collaboration. Her appointment as director reflects her proven dedication to public service and her vision for modernizing and strengthening the department.
