Commissioner Natalie Milian Orbis has filed legislation calling on stronger federal enforcement of Cuba-related general licenses that have been exploited by operatives and front companies tied to the Cuban communist regime.
“Our community understands this issue better than any other in the country,” said Commissioner Milian Orbis. “We see the storefronts and the social media ads openly promoting commerce with the regime, shipping motorcycles, televisions, and consumer goods while hiding behind humanitarian claims. This must end. Miami-Dade will no longer be used to fuel a communist dictatorship.”
The resolution urges the administration of President Donald J. Trump to immediately suspend all Cuba-related general licenses pending full audits by the Office of Foreign Assets Control and the Bureau of Industry and Security. It calls for decisive action to stop regime-linked entities from abusing U.S. sanctions and exploiting federal authorizations to move money, goods, and influence.
“Under President Trump’s leadership and Secretary of State Rubio’s deep understanding of how the regime relies on foreign fuel, financing, and commercial networks, the United States is treating sanctions as a strategic tool,” Commissioner Milian Orbis said. “This focus gives our nation a rare opportunity to limit the resources that sustain the dictatorship and help bring freedom to the Cuban people.”
The measure follows recent compliance efforts by the Miami-Dade County Tax Collector Dariel Fernandez, where investigations into potential Local Business Tax violations highlighted the need for stronger federal oversight and enforcement tied to Cuba-related business activity.
“For years, the Castro regime and its frontmen have used so-called humanitarian licenses as cover to enrich themselves and maintain power,” Commissioner Milian Orbis said. “Federal policy must defend freedom. It must never prop up a terrorist dictatorship.”
The resolution aligns with ongoing efforts in the Florida Legislature, including SB 1176 sponsored by Senator Ana Maria Rodriguez and HB 1397 sponsored by Representative Alex Rizo, which strengthen state-level enforcement against Cuba-related exploitation.
