Domestic Violence Oversight Board announces 2026 executive officers

The Miami-Dade County Domestic Violence Oversight Board (DVOV) recently elected the following people as chair, first vice chair and second vice chair to serve one-year terms.

Dr. Cecile Houry, PhD (chair)
Dr. Cecile Houry, PhD, is the grants manager and an LGBTQIA+ liaison for the City of Miami Beach Police Department, where she previously supervised the department’s Victim Services Unit. Her previous experience includes serving as director of student programs for the Honors College at Florida International University, overseeing community partnerships and student organizations.

Born and raised in France, Houry earned a bachelor’s degree in English from the University of Orléans in 1999 and a master’s degree in English from the same institution in 2002. She received a doctorate in history from the University of Miami in 2011 and a master’s degree in public safety from the University of Virginia in 2022.

Her academic interests include sports history and gender studies. Her dissertation focused on American women and the modern Summer Olympic Games, examining the obstacles they faced in their struggle for participation and equality. More recently, she has shifted her focus to various aspects of law enforcement.

Isabela Corzo, MPA (first vice chair)
Isabela Corzo, MPA, is an accomplished policy and administration professional in both the private and public sectors, having worked in Washington, DC; South Korea, and now Miami.

As director of public policy at United Way Miami, she advocates for underserved communities, focusing on financial stability, education, and health policy.

Her previous roles include chief of staff and director of executive affairs at Carnival Cruise Line and director of public affairs at Florida International University (FIU). Corzo holds a bachelor’s degree in biological science and a master’s degree in public administration with a concentration in emergency management, both from Florida International University.

She also is an advocate for young women, mentoring through her role as a director and board member for the Miss Miami Scholarship Competition. Corzo actively volunteers with various South Florida organizations, particularly those addressing food insecurity and homelessness.

Marie O. Etienne (second vice chair)
Marie O. Etienne, DNP, APRN, FNP, PNP, D. Min. (h.c.), PLNC, FADLN is a tenured full professor at Miami Dade College Benjamín Léon School of Nursing. She is the founder of Global Innovative Foundation Inc., a non-profit organization to create awareness for prevention of crimes of human trafficking, domestic violence, and gun violence.

Her experience includes pediatrics, geriatrics, family practice, community health nursing, leadership, and course development of online teaching for the RN-BSN program. She is a certified Professional Legal Nurse Consultant.

Dr. Etienne earned the Doctor of Nursing Practice degree from the University of Miami in 2010. She is the immediate past president of Haitian Alliance Nurses Association (HANA) International (2018-24), past president of HANA of Florida (2005-07), and she served as chair of the Haitian American Professionals Coalition from 2008 to 2010. Dr. Etienne is past president of the Miami Chapter of the Black Nurses Association (2022).

In August 2023, Dr. Etienne was elected to the board of directors of the National Black Nurses Association (2023-26). Dr. Etienne served as the first elected chair of the City of North Miami Commission for Women in 2022-24. Dr. Etienne is the first minority nurse to serve as the president of the Florida Nurses Association (2023-25) in its history since its founding in 1909. As a transformational servant leader, Dr. Etienne’s goal is to inspire others to become social innovators, leaders and changemakers in their respective communities.
