Ground broken on Grove Central transit-oriented development

Terra and Grass River Property, two of the deepest-rooted development firms in Miami’s Coconut Grove neighborhood, have broken ground on a new mixed-use, multimodal project that will be a model for smart development in South Florida.

Grove Central, located at the intersection of S. Dixie Highway (US1) and SW 27th Avenue, will include a 23-story residential tower with 402 multifamily, workforce and co-living units, a new 1,250-space public parking garage, and approximately 170,000 square feet of neighborhood-oriented retail anchored by Target. The project will connect to and facilitate privately funded improvements made to the adjacent Coconut Grove Metrorail station, and integrate directly with The Underline linear park, Miami-Dade’s bus system, and the City of Miami’s popular trolley network.

Grove Central has been designed to create a transit-oriented hub offering a seamless pedestrian experience that encourages Metrorail ridership and urban living. The project is being developed as part of a Miami-Dade County initiative aimed at improving connectivity between residential living, commercial development and mass transit through private development on county-owned land. Terra and Grass River Property have entered into a 90-year ground lease with the county which enables the partnership to build, manage and lease the property.

Subterranean site development and initial infrastructure work began in 2019, which included significant utility upgrades as well as the construction of a new bus terminal for Miami-Dade Transit. Vertical construction of the project’s mixed-use retail and residential components and improvements to the Coconut Grove Metrorail station now will commence. Delivery of the project is expected in 2023.

The focal point of Grove Central will be a tree-lined public plaza connecting the project with an improved Metrorail station and the adjacent Underline, a 13-mile linear park running from South Miami-Dade to Downtown Miami. The project has been designed by Miami’s Touzet Studio, a Miami-based design firm led by Carlos and Jackie Touzet in collaboration with architecture firm RSP Architects and Walter Meyer of New York’s Local Office Landscape Architecture (LOLA).

“Grove Central is a model for the future of development and mobility in Miami-Dade County,” said Miami-Dade County Mayor Daniella Levine Cava. “Creating a more sustainable, resilient community means getting people out of their cars, making transit more accessible, and creating new workforce housing opportunities.”

Grove central will embrace and exceed the City of Miami’s sustainability, efficiency, and green building requirements with Gold level certification under the National Green Building Standard (NGBS) program. Water resilient plantings designed as rain gardens will be used to absorb storm water, and a large cistern will capture roof runoff or reuse. Additionally, the project’s energy resiliency plan includes future capacity for solar energy and battery storage.

“Miami-Dade County has been trying to stimulate development on this property dating back to 1998. Now, 20 years later, we are moving forward with the creation of a true multi-modal destination that can be easily accessed by train, bus, car, foot or bike. Together with our partners at Miami-Dade County, we believe that locating mixed-use amenities at transit hubs will increase ridership on public transportation and help alleviate reliance on cars,” said Peter LaPointe, Grass River Property president.

The development of Grove Central will deliver significant economic impact with uninterruptible business location generating more than 1,500 construction jobs, several hundred permanent full-time and part-time jobs, tens of millions of dollars in lease payments to Miami-Dade County, and the collection of property tax revenues for the first time in this site’s history. Additionally, the project is complying with Miami-Dade County’s Responsible Wages and the Small Business Enterprise programs. The mixed income residential project will grow the area’s economic diversity with a minimum of 15 percent of the development’s apartment units designated as workforce housing.
