Miami-Dade County Domestic Violence Oversight Board elects new officers

The Miami-Dade County Domestic Violence Oversight Board (DVOV) elected its chair, first vice chair and second vice chair to serve a one-year term.

Chair Dr. Cecile Houry, PhD, is the grants manager and one of the LGBTQIA+ liaisons for the City of Miami Beach Police Department, where she previously supervised the department’s Victim Services Unit. Her experience includes serving as director of student programs for the Honors College at Florida International University, assistant vice president for Engagement, and assistant dean of the College of Public Health and Social Work.

Born and raised in France, Houry earned a bachelor’s degree in English from the University of Orléans in 1999 and a master’s degree in English from the same institution in 2002. That same year, she received a master’s degree in history, and in 2011, a doctorate degree in history, both from the University of Miami. In 2022, she received a master’s degree in public safety from the University of Virginia.

Her academic interests include sports history and gender studies. Her dissertation focused on American women and the modern Summer Olympic Games, examining the obstacles they faced in their struggle for participation and equality. More recently, she has shifted her focus to various aspects of law enforcement.

First vice chair Isabela Corzo, MPA, is an accomplished policy and administration professional in both the private and public sectors, having experience in Washington, DC; Miami, and South Korea. As director of public policy at United Way Miami, she advocates for underserved communities, focusing on financial stability, education, and health policy.

Her previous roles include chief of staff and director of executive affairs at Carnival Cruise Line and director of public affairs at Florida International University (FIU).

Corzo holds a bachelor’s degree in biological science and a master’s degree in public administration with a concentration in emergency management, both from FIU.

She also is an advocate for young women, mentoring through her role as a director and board member for the Miss Miami Scholarship Competition. Corzo actively volunteers with various South Florida organizations, particularly those addressing food insecurity and homelessness.

Second vice chair Marivi Betancourt, RN, BSN, is a dedicated healthcare professional, mother, wife, and community advocate with deep roots in Miami-Dade County. She has worked as an emergency room nurse since 2007, serving in Level 1 trauma centers and witnessing firsthand the critical role of emergency medicine in saving lives. Before that, she worked in case management at a private institution, navigating complex care coordination for vulnerable patients and ensuring their access to essential medical resources.

Coming from a family devoted to public safety, Betancourt understands the demands and sacrifices of service. Since joining the Miami-Dade County Domestic Violence Oversight Board in 2023, she has played a vital role in advancing initiatives that support survivors and strengthen victim services. Fluent in English and Spanish, she continues to be a strong advocate for healthcare access and community resilience.

She and her husband, also a public servant, are raising their son in Miami-Dade, where they remain committed to serving and protecting their community.
