During a virtual Committee of the Whole Workshop conducted via Zoom on Wednesday, July 19, members of the village council, village manager, village attorney, village clerk and Parks and Recreation director discussed a list of proposed improvements to the parks in Palmetto Bay.
An updated Parks Master Plan will be brought before the village council in September for final adoption and approval. The proposed plan is considered to be in draft form until it has been approved by the council.
“We had a community survey with 490 completed surveys,” said Fanny Carmona, Parks and Recreation director. “So from all of the information and all of the feedback, including all of the past resolutions that have been approved, the proposed master plan that will be presented at the council meeting in September for approval has the following components for improvement for each park.
“First there is the proposed Pickleball Center, which would be on a vacant lot east of the village compound. It would include six pickleball courts, a restroom, two small pavilions, a pedestrian crossing to Palmetto Bay Park and 45 parking spaces.”
For Park Drive interior access road there would be a westside fence, traffic going one way north with right turn only at SW 175th Terrace, an entrance feature at Park Drive and 178th Street with a gate, and golf cart access on the northeast of the parking lot (176th Street).
“For Palmetto Bay Park on the north side of the park, the proposed improvements include a standard basketball court, improved skate park, new recreation building, a splash pad, new playground, outdoor flex plaza area and a park entrance feature,” Carmona said.
“On the south side there would be parking lot improvements, golfcart access, landscaping and buffering, a pine tree preserve area, a century garden, a small dog park, a shared storage area with Public Works and an outdoor exercise area.”
At Coral Reef Park, on the west side, there would be a multipurpose facility with a tennis shop, a covered pedestrian connection, a formal drop-off area at the entrance, an expanded playground and an enhanced tennis and pickleball area. On the east side some of the proposed improvements would include additional volleyball courts, a water feature, a canoe paddleboard launch with storage rack, and police access.
“For Ludovici Park the improvements would include a new ADA restroom, elevator improvement, planter buffering, and a new fence on the back side of the property,” Carmona said. “Improvements to Thalatta include a walkway along the canal, a pedestrian bridge, shoreline stabilization, and a wedding and special events stage.”
Improvements for Perrine Wayside Park (dog park) would include sitting areas, an ADA restroom and improved walkways.
“For The Woods there would be a permanent sign, park benches, interpretive signage and a natural trail,” Carmona said. “For Veterans Park there is the same concept design we’ve been working on with Kimley-Horn. And there would also be a few pocket parks.”
Vice Mayor Leanne Tellam voiced concern over whether approval of the Parks Master Plan would mean approval of each proposed item for all of the parks, saying that some things she did not think were necessary.
Mayor Karyn Cunningham explained to her that it was an ongoing process.
“Each one of the items will eventually have to come before us again, as part of the budget process or other reasons,” Mayor Cunningham said. “It’s a 10-year plan, so it will be here after I’m gone. It may be here after you’re gone as well.”
