School Board honors legacy of Dr. Rosa Castro Feinberg

Miami-Dade County School Board chair and District 6 representative Mari Tere Rojas, during the meeting of Feb. 11, proffered agenda item H-1, honoring the legacy of former Miami-Dade County School Board member Dr. Rosa Castro Feinberg, a principled leader who dedicated her life to justice, dignity, and educational excellence for all.

Miami-Dade County Public Schools honors the legacy of Dr. Feinberg, a pioneering leader and the first Hispanic woman to serve as a school board member. She was appointed to the board in 1986, elected in 1988, and served until 1996. She was a steadfast advocate for English Language Learners and the district’s most vulnerable students, leaving a lasting impact on Hispanic students, staff, and the broader community.

Guided by equity and integrity, Dr. Feinberg championed educational opportunities for all students. A University of Miami PhD graduate, she dedicated her career to English Language Learners and teacher development, serving as a professor at the University of Miami and Florida International University. She also played a pivotal role in developing the 1990 League of United Latin American Citizens (LULAC) Consent Decree, strengthening policy and expanding academic opportunity across the district.

Dr. Feinberg served with distinction on numerous state and national committees, including the U.S. Department of Education’s Offices of Civil Rights and Bilingual Education, Florida state task forces and advisory councils, and the boards of the Spanish American League Against Discrimination (SALAD) and ASPIRA of Florida.

Through her work, she amplified unheard voices and helped shape policies that expanded access, opportunity, and representation, particularly in support of bilingual education and cultural inclusion. Her leadership left a lasting impact on students, educators, and families, and she is remembered as a principled advocate for justice, dignity, and educational excellence for all.
