Statement from Miami-Dade County Tax Collector Dariel Fernandez on Law Enforcement Support for HB 841 and SB 982 to Modernize Vehicle Registration

I welcome and appreciate the strong and growing support of Florida’s law enforcement community for House Bill 841 and Senate Bill 982, including endorsements from the Florida State Fraternal Order of Police and the South Florida Police Benevolent Association. Their backing reflects a shared recognition that Florida’s vehicle registration system must be updated to reflect modern enforcement realities.

The yellow registration decal, once an essential enforcement tool, has become obsolete in an era where officers rely on secure, in-vehicle electronic systems to instantly confirm registration status. Law enforcement agencies have made clear that the physical sticker no longer plays a meaningful role in public safety, compliance, or accountability.

Maintaining the decal requires printing, tracking, mailing, storing, and replacing millions of stickers each year. These administrative steps generate significant costs that are ultimately passed on to taxpayers while providing little operational value. In Miami-Dade County alone, this outdated requirement costs millions of dollars annually, with other millions spent statewide, diverting resources away from higher-impact priorities.

From an operational standpoint, eliminating the decal would allow tax collector offices to reallocate time and staff toward what matters most: improved customer service, fraud prevention, and faster, more efficient processing. For residents, this reform means fewer errors, fewer trips to government offices, and fewer frustrations, particularly for seniors, working families, and individuals with limited mobility.

The support of the Fraternal Order of Police and the South Florida Police Benevolent Association underscores that this reform is not theoretical. It reflects how enforcement is actually carried out today. With strong law enforcement backing, this effort is gaining momentum as a practical, bipartisan modernization measure.
