In a project that was initially announced in December 2024, the Town of Cutler Bay is beginning construction of a new area of retail and dining establishments designed to improve Old Cutler Road and the community as a whole.
The mix of businesses proposed will fill a critical need for retail and restaurant options in an area that was previously a 1.75-acre vacant parcel. Out of this space, 9,900 square feet will be dedicated to a restaurant and other retail businesses.
As part of the plan, the area will feature ample parking, golf cart spaces, electric vehicle charging stations and lush landscaping. It will include a landscaped buffer to preserve the privacy of neighboring residential areas, always a concern to residents.
Town manager Rafael Casals in a video released in September explained about Dragonfly Shops, a developer that has similar centers in other communities such as Doral and South Miami.
“We’re working very closely with them,” Casals said. “The location is on the intersection of 216th and Old Cutler Road, right next to our Lincoln City Park, so if you live in our Lakes by the Bay communities you go by there all the time.
“These are the approved site plans. It’s a little different than Flannagan’s; it’s already gone through the process. These are the actual renderings that were approved by the town council. I can tell you that there are going to be a lot of shops and restaurants there. They have secured a coffee shop there and possibly two other restaurants that we know about there. We’re really excited about that project. It’s going to clean up that whole area. There are a lot of sidewalks, a lot of walkability. The back end of it will be near Lincoln City Park.
The parking will be in the back. We wanted to be sure we have a pedestrian friendly, golf-cart friendly atmosphere,” Casals added.
Mayor Tim Meerbott said in a statement when the project was launched that it would be a boon for the area, and that the developer will even install a sidewalk around the Town’s Lincoln City Park, further improving connectivity and accessibility for residents.
“We are thrilled to see this project move forward,” Mayor Meerbott said. “The Dragonfly Shops will bring much-needed amenities and economic energy to our Town.”
