The city will restart all 11 cameras now in place at four intersections in Doral.

The Doral City Council recently gave a green light by adopting a rule to reactivate the city’s red-light safety camera, beginning with a 60-day warning period starting on July 1.

In this phase, vehicle owners will receive a notice but not a fine if their vehicle is caught on camera running a red light. The warning period is intended to give drivers time to adjust to the change in traffic enforcement without incurring a financial penalty. Starting on Sept. 1, however, violations with fines will be issued.

“Red-light running is a dangerous behavior. Too often, it causes tragic T-bone collisions that injure or kill innocent drivers and passengers,” said Mayor Juan Carlos Bermudez.

“These awful crashes can be avoided if drivers follow the rules of the road,” he added. “These cameras improve the safety on our streets for everyone by helping to change driver behavior so people stop on red.”

The City Council action renews Doral’s partnership with American Traffic Solutions (ATS), the leading road safety camera provider in Florida.

Red-light safety cameras operate 24 hours a day, seven days a week. When a driver approaches and enters the intersection after the light has turned red, the camera captures still images and video of the event. After initial processing through a wireless and secure transfer, Doral police receive the evidence and determine whether a citation is issued. The vehicle owner who receives a citation will have the option to dispute the violation, transfer the liability for the incident or pay the fine either online, over the telephone or by mail.

The city will restart all 11 cameras now in place at four intersections in Doral. Residents may remember the red-light safety cameras were in operation from July 2011 to January 2015. An ATS analysis of the program from inception through July 2014 showed driver behavior was changing over the course of the program.

Highlights from the analysis show:

• A 5 percent recidivism rate. This low rate of repeat behavior means 95 percent of violators who received a ticket and paid it did not receive a second violation, indicating a change in driver behavior to stop on red.
• A 48 percent decrease in the average number of red-light running violations per camera per month.
• 73 percent of all violations were issued to vehicles registered outside the city of Doral.

Florida is the third highest state in the nation for red-light running fatalities. The most recent numbers available from the National Highway Traffic Safety Administration show 344 red-light running fatalities occurred in the state from 2011 through 2015. California leads the nation followed by Texas.

Doral’s red-light safety cameras will be restarted at the following locations:

• Northbound, eastbound and westbound approaches to the intersection of 87th Avenue and 36th Street/Doral Boulevard.
• SB, EB and WB approaches to 79th Avenue and 36th Street/Doral Boulevard.
• NB, SB and WB approaches to 97th Avenue and 41st Street/Doral Boulevard
• EB and WB approaches to 41st Street/Doral Boulevard and 107th Avenue

The City will distribute informative materials on the program as well as hold public meetings where Doral Police will address community questions and concerns.

  1. I am agree 100% the cámaras are active. There is many irresponsible driver any time. And the fine will make them think.

  2. I think it’s great. I do wish Doral would also add the “Countdown timers at red lights, warning drivers how much time is left before the light changes”. It has proven beneficial by avoiding accidents.
