The City of Doral hosted its 2025 State of the City Address last night at Trump National Doral, where Mayor Christi Fraga celebrated a year of major milestones and outlined a united vision for the future focused on public safety, world-class parks and programs, smarter mobility, and disciplined, transparent finances.
In her remarks, Mayor Fraga spotlighted the completion of Doral Central Park, now one of Miami-Dade’s largest, with a state-of-the-art Community & Fitness Center and a world-class Aquatic Facility that has already launched learn-to-swim programs, lap swimming, water fitness, and a new competitive swim program. She announced a partnership making FIU’s Swim & Dive Team’s home pool the Doral Aquatic Center and noted expanded programming for seniors and residents with special needs. The Mayor also highlighted an exceptional year of signature events, including the return of July 4th at Doral Central Park, and more than $300,000 raised at the inaugural Mayor & Chief’s Charity Golf Tournament and Gala to benefit Parks and Police 4 Kids.
On public safety, Mayor Fraga underscored the City’s largest-ever investment, noting 43% of the municipal budget is dedicated to keeping families safe. She cited new officers and Police Service Aides, specialized units (Fraud, Aggressive Driving, Park Response), department reaccreditation, and technology upgrades. The Mayor praised life-saving work by officers, highlighting Officer Jhojan Gallo, and previewed plans for a modern, centrally located Police Headquarters, as well as training and preparedness for major upcoming events in the region.
Turning to infrastructure and mobility, the Mayor detailed more than $5.5 million invested this year in roadway and stormwater projects to reduce flooding and improve drainage, expansion of the Doral Trolley and Freebee services, micromobility safety legislation, upgraded signals and lighting, and continued beautification. She reiterated Doral’s push for timely improvements on NW 25th Street and pledged to keep pressing for action. The City also broke ground on a citywide trolley shelter project to improve comfort, safety, and accessibility.
Mayor Fraga emphasized fiscal responsibility and transparency, noting back-to-back AAA bond ratings (S&P and Fitch) and top honors from the Government Finance Officers Association. She highlighted a balanced FY 2026 plan, strong reserves, continued compliance with state transparency standards, and smart revenue strategies — including sponsorships, public-private partnerships, and strategic investments in revenue-generating assets that reduce reliance on property taxes. These long-term initiatives, she explained, are designed to create sustainable income streams that support public safety, parks, and infrastructure without increasing the financial burden on residents.
“We’ve strengthened public safety, delivered the transformative Doral Central Park, invested in flooding and mobility solutions, and done it with discipline and transparency,” said Mayor Christi Fraga. “When we work together, we achieve more. Our commitment is to keep Doral safe, connected, and opportunity-rich, for our families today and for the generations to come.”
Additional initiatives showcased included Launch45, a pilot to streamline qualified business openings in under 45 days; Fire plans review now conducted in the City’s Building Department; a volunteer-built Virtual Mayor tool to improve service access at no cost to residents; and seed funding for a startup incubator to support local entrepreneurs.
