Broward County And Broward Metropolitan Planning Organization (MPO) Partner To Create The Broward Safety Action Plan (BSAP)

Initiative to focus on unsafe drivers and high-risk streets to eliminate deadly crashes in Broward County

 

Broward County and Broward Metropolitan Planning Organization (MPO) have partnered to create the Broward Safety Action Plan (BSAP), funded by a Safe Streets and Roads for All (SS4A) grant from the United States Department of Transportation (USDOT) and the Federal Highway Administration (FHWA).

This strategic partnership was formed in response to a grant-funded safety analysis identifying underserved neighborhoods throughout Broward County where streets are at the highest risk for fatal and severe traffic crashes. This analysis showed that 77% of fatal and severe-injury crashes happen on only 6% of the streets in Broward County.

“We aim to achieve zero traffic fatalities and serious injuries throughout Broward County by building safer streets and conducing robust education that will change drivers’ behavior and create an environment where people safely navigate our roads with confidence and peace of mind,” said James Cromar, MPO project manager for the Broward Safety Action Plan.

The direction and guidance for the BSAP comes from two committees consisting of a diverse group of local transportation leaders: the Oversight Committee and the Technical Working Group. The public involvement component of the plan includes a dedicated safe streets website, an educational and awareness campaign on social media, public meetings and workshops, and specialized educational events.

Starting in September, nine workshops will take place across Broward County to collect initial feedback and gain local insights on the evaluation of each corridor for safe streets design. A schedule of the workshops can be found at Taking Action | Broward Safety Action Plan (arcgis.com)

The safety analysis, along with input from residents living in these neighborhoods and affected by unsafe streets, will provide transportation experts with information that will drive the creation of policies, programs, public involvement, and education campaigns to prevent traffic deaths and serious injuries under the BSAP.

Community liaisons will work directly in the priority corridors to provide a variety of input opportunities that are convenient for residents. Liaisons will collect safety data utilizing questionnaires and encourage workshop participation to create a highly visible and well-publicized traffic safety education messages to raise awareness.

The BSAP is a Vision Zero initiative to eliminate fatalities and severe injuries in traffic crashes, transforming streets and neighborhoods into safe spaces for all users, including bicyclists, pedestrians, drivers, and transit users.

The plan will include over 30 deliverables including safety and equity analysis, nine focused safety action plans, a prioritized project list, safety countermeasures toolbox, safer streets policy recommendations, eleven conceptual corridor designs, quick-build design plans, safe streets design manual, and 1,000 Little Things Safety Program.

Another critical component of the plan is to change motorists’ behavior while driving and change the perception that traffic crashes are accidents.

“Let’s stop using the word ‘accident.’ Traffic crashes are preventable. We can make our streets and roads safer. Drivers and other roadway users can take actions to drive, walk and bicycle safely and avoid crashes,” added Cromar.

The Broward Safety Action Plan uses a holistic approach to align programs, projects and policies to create a safe system of transportation so that zero fatalities and serious injuries in Broward County can be achieved. The plan will be adopted in June 2025.
