The Miami-Dade County Commission on March 6 approved legislation sponsored by Commissioner Barbara J. Jordan to approve a lease agreement between the County and 13 Pista, LLC, which plans to build a $100 million auto club and track on the 140-acre County-owned parcel at 20000 NW 47th avenue and lease the land from the county for a minimum of $33 million over the initial 30 years. The agreement also calls for development of a community center, a new Northwest Dade Government Center and three new facilities to be leased to non-profit agencies.

The 16,000 square foot community center will include a library, swimming pool, and recreational programming. The 15,500 square foot government center – funded using $7.5 million of Building Better Communities General Obligation Bond Program Funds – will house various county agencies. There will also be a children’s driving and cycling course, a public bicycle course, and improvements made to the existing fire station.

The Drivers Club Miami will cater to members who will drive their personal exotic, high-performance, or vintage cars on state-of-the-art tracks designed by leading experts in the automotive industry. A hotel, shops, restaurants, and more are also planned for the site.

The agreement also calls for the developer to provide new facilities for three community organizations currently located on the property: His House, Center for Families & Child Enrichment, and ARC of South Florida, which will remain on site until their new facilities are ready for move-in. Other community benefits include on-site vocational training for public school students interested in the automobile industry, job training for area residents, as well as a partnership with Florida Memorial University to establish a long-term scholarship fund and internship program.

“(Developer) Carlos De Narvaez Steuer was extremely generous during negotiations,” Commissioner Jordan said. “He went above and beyond to ensure that the community benefits agreement was one that the county and community could be proud of.”

The project is expected to generate 2,400 direct and indirect jobs and $224 million in annual economic impact.

“This is going to be a great economic engine for the area while providing a substantial amount of jobs and benefits to the local community,” Commissioner Jordan said.
