    The Miami-Dade County Strategic Procurement Department (SPD) has once again demonstrated that excellence in public service is not accidental—it is intentional. This year, the Florida Association of Public Procurement Officials (FAPPO) honored SPD with the 2026 Award of Excellence in Public Procurement. The department also received the Best Practice Award for Innovation for its groundbreaking SPD AI Assistant, a scalable, out-of-the-box solution transforming how public procurement operates by increasing speed, consistency, and access.
    FAPPO represents public procurement professionals across more than 300 agencies across Florida. Its Award of Excellence in Public Procurement recognizes organizations that meet or exceed rigorous benchmarks and best practices in the procurement profession. The program evaluates innovation, professionalism, e-procurement, productivity, and leadership, and is awarded to agencies that achieve high scores based on standardized criteria. This award is an affirmation that Miami-Dade County has become a regional model  for procurement—one built on integrity, innovation, and transparency.
    Achievement at this level does not happen by chance. It is the result of deliberate, prescriptive, and focused leadership. Under the vision of Mayor Daniella Levine Cava, Chief Edwards, and Director Uppal, the Strategic Procurement Department has embraced a forward-thinking strategy that aligns operational excellence with community impact. Yet, while strong leadership sets the course, it is the dedication of dozens of procurement professionals that power the journey.
    Behind every contract awarded and every registered vendor stands a team committed to fairness, competition, efficiency, transparency, and ethical stewardship of public funds. These professionals work tirelessly to ensure that goods and services are procured responsibly—whether for critical infrastructure, architectural and engineering projects, public-private partnerships, or innovative unsolicited proposals. Their work touches every corner of county government and, by extension, every resident of Miami-Dade.
    What truly sets SPD apart as a national model is its deep and proactive engagement with the local business community. Procurement here is not transactional but transformational. SPD professionals actively reach out to local entrepreneurs, guiding them through vendor registration, assisting with Small Business Enterprise certification, and enrolling them in Vendor Academy programs. These academies teach local and small businesses not just how to compete for contracts, but how to be contract-ready—two very different and equally vital skills.
    The department manages a vast portfolio: goods and services acquisitions, architectural and engineering contracts, small business contracting opportunities, supplier portals, training and development programs, and innovative partnership models. Yet, despite this complexity, the mission remains clear—to expand access, increase opportunity, and encourage competitions.

    The introduction of the SPD AI Assistant exemplifies this PURPOSE in action. The AI Assistant is a chat-based resource developed in-house. It delivers concise and actionable guidance on legislation, templates, and best practices, helping staff to work more efficiently while maintaining consistency and compliance across procurement activities. By leveraging technology to standardize processes and accelerate workflows, the department has demonstrated that public institutions can be both innovative and principled. It is proof that government can move at the speed of modern business while maintaining unwavering accountability.
