Miami-Dade County Domestic Violence Oversight Board elects new officers

    The Miami-Dade County Domestic Violence Oversight Board (DVOB) recently elected its chair and vice chair to serve a one-year term. Immediate past chair Miguel A. De Grandy, Esq. and immediate past vice chair Carrie Q. Soubal will continue to serve on the DVOB.

    Chair Dr. Cecile Houry is the grants manager for the City of Miami Beach Police Department and previously supervised the department’s Victim Services Unit. Her experience includes working at Florida International University as director of student programs for the Honors College, overseeing community partnerships and student organizations. She is actively involved in the department’s LGBTQIA+ initiatives.

    Born and raised in France, she earned a bachelor’s degree in English from the University of Orleans in 1999 and a master’s degree in English from the same institution in 2002. She graduated from the University of Miami with a doctorate in history in 2011 and earned a master’s degree in public safety from the University of Virginia in 2022.

    Her interests include sports history and gender studies. Her dissertation focused on American women and the modern Summer Olympic Games, examining the obstacles women faced in their struggle for participation and equality in the global sporting event. More recently, she has been focusing on different aspects of law enforcement.

    Vice Chair Isabela Corzo is a highly accomplished policy and administration professional with a rich background in both the private and public sectors, having worked in Washington, DC; Miami, and South Korea. As the director of Public Policy at United Way Miami, she champions the cause of underserved communities, focusing on financial stability, education, and health.

    Corzo’s past roles include chief of staff and director of Executive Affairs at Carnival Cruise Line and director of Public Affairs at Florida International University (FIU) Honors College. She holds a bachelor’s degree in biological science and a master’s degree in public administration with a concentration in emergency management from FIU.

    She also is an advocate for young women, serving as a mentor through her roles as a director and board member for the Miss Miami Scholarship Competition. Corzo volunteers her expertise with various South Florida organizations, particularly those focused on addressing food insecurity and the homeless population.
