The possibility of increasing the size of a proposed city in southwestern Kendall will not be on the agenda of the “West End South” incorporation study, following its May 17 session.
The District 11 Municipal Advisory Committee is studying the area from west of Krome Avenue east to Florida’s Turnpike between SW 88th and SW 152nd streets, with an additional section of District 7 extending east to SW 137th Avenue north of 104th Street
“It has always seemed to me that to complete this area, we should see if the adjoining section south of SW 104th to SW 152nd Street in District 9 might be added to ‘round off’ the study east of SW 137th Avenue to the turnpike,” proposed MAC chair Ory Dawes speaking to a three-member quorum that included Harry Hoffman, vice chair and Patricia (Shannen) Davis, secretary.
The five-member board, with members Juan Dilan and Carolina Duran, has continued to meet the third Tuesday of each month, lacking a sixth appointee by Commissioner Juan Zapata and a seventh from the District 7 yet to be appointed by Commissioner Xavier Suarez.
However, the particular block of territory south of SW 104th Street already is part of a study by a District 9 South Area ‘A’ MAC, one of two appointed by District 9 Commissioner Dennis Moss for potential incorporations farther south in Miami-Dade.
In effect, Kendall Executive Airport and Country Walk would become part of a West End South city while the London Square shopping center and other residential communities south to SW 152nd Street would be within South Area ‘A’ city bounds. Both areas generate strong commercial revenues.
Following its last session on May 23, the “South A MAC” already had completed a pro forma budget that includes the area and is now planning to confirm dates for an initial public hearing for a projected new city bounded by SW 120th Street south to SW 232nd Street from S. Dixie Highway (US1) west to SW 157th Avenue.
“We’re expecting to advertise a place and time for hearing very soon,” said Gigi Bolt, Miami-Dade Management and Budget staff associate.
“They are already well along in preparing a city pro forma for that area.”
Now beginning its second year since its inaugural meeting on Mar. 17, 2015, the West End South MAC also reviewed a series of questions to set its future meeting agendas to determine specific budgeting within the framework of projected revenues.
Hoffman accepted the role of reviewing a pro forma study for a policing force, already proposed at $18-19 million annually for the 27-square-mile area of the existing boundaries, the highest single cost within a potential budget for a city of 78,747 people. Davis agreed to take responsibility for establishing parameters of all other city administrative sections with Dawes heading continuing contacts to explore comparative city governments and structures.
Instead of the third Tuesday in June, the West End South group is next tentatively scheduled to meet on Tuesday, June 14, at 6:30 p.m., in the West End Regional Library, 10201 Hammocks Blvd.
