Miami-Dade County: The ‘Magic’ Behind the Scenes

At Miami International Airport (MIA), where millions of travelers pass through each year, innovation is taking flight in new and unexpected ways.

The recent debut of the first U.S.-based Wait N’ Sleep rooms offers a glimpse into how the airport is evolving to meet the needs of modern passengers. For anyone who has endured a long layover or unexpected delay, these private rest spaces are, as locals might say, “clutch.”

But while travelers experience the benefits firsthand, few see the intricate work happening behind the scenes to make such innovations possible.

Under the leadership of Mayor Daniella Levine Cava and airport director and CEO Ralph Cutie, MIA is undergoing a transformation befitting its century-long legacy. Yet beyond the terminals and runways, a lesser-known group plays a critical role in bringing these advancements to life: the Miami-Dade County Strategic Procurement Department (SPD).

Tasked with ensuring that projects move from concept to reality, SPD operates as the engine behind the airport’s modernization efforts. Leading the department is chief procurement officer Namita Uppal, whose team is guided by a commitment to integrity, fairness, innovation, competition, efficiency, and transparency. These principles shape every contract, partnership, and initiative that passes through the department.

The scale of SPD’s work is substantial. Since launching INFORMS, the strategic sourcing platform (supplier.miamidade.gov), the department has facilitated more than 50,000 sourcing events in just four years. This record-breaking volume reflects not only the pace of development across Miami-Dade County but also the department’s ability to manage complex procurement processes with precision and accountability.

A recent example is the Wait N’ Sleep room at MIA, where SPD led a competitive Request for Proposals (RFP) procurement process that resulted in a highly advantageous agreement for the county. Through negotiation, SPD secured a 25 percent share of gross revenues, an increase from the initially anticipated 15 percent share, which demonstrates a strong commitment to maximizing public value. This innovative, revenue-generating agreement (EVN0000237) is projected to generate at least $10 million revenue for the county.

Beyond its financial impact, the contract represents a first-of-its-kind concept at MIA. The sleep center concession introduces state-of-the-art, first-class private rest spaces designed to meet the evolving needs of today’s travelers. These thoughtfully designed spaces offer a clean, quiet, and secure environment, providing passengers with a convenient place to rest or work just steps from their boarding gate — eliminating the need to leave the airport in search of a hotel.

From large-scale infrastructure upgrades to traveler-focused amenities like Wait N’ Sleep, SPD ensures that each project aligns with broader goals: supporting local businesses, promoting environmental sustainability, and strengthening the regional economy. The departments efforts help guarantee that opportunities are accessible to a diverse range of suppliers while maintaining rigorous standards.

Now, the department’s impact is extending beyond county lines. On Apr. 21 at the James L. Knight Center in Miami, in partnership with the University of Salamanca, SPD cohosted the Startup Olé Miami 2026 International Procurement Best Practices panel. The event aimed to promote business opportunities with public agencies in Miami-Dade County, while also fostering pathways for Miami-based businesses to engage in trade with foreign governments. It convened public sector leaders, international partners, and the business community to explore global market access.

As Miami-Dade continues to position itself as an international hub for travel, business, and innovation, much of its success depends on teams that operate out of public view. The Strategic Procurement Department may not be visible to passengers navigating airport terminals, but its influence is felt in every improvement, every service, and every seamless experience.

In a county known for its energy and ambition, SPD is quietly ensuring that the “magic” isn’t just a slogan — it’s a system, carefully built and consistently delivered.
