A potential tragedy was averted and a life saved on Apr. 14 due to a quick response of Miami-Dade Police West District Officer Phillip Hall who arrived within two minutes of a radio alert to a potential drowning of a 2-year-old pulled by relatives from a swimming pool. Finding the little boy “not breathing with no pulse and skin blue in color,” Hall immediately began cycles of one-man CPR (cardiopulmonary resuscitation) before his early effort was taken over by a Fire-Rescue unit and the boy’s transfer to a hospital where he regained pulse and begun breathing unassisted. Receiving the District Officer of the Month Award on May 25 from Citizens Advisory Committee chair James Blough (left), Officer Hall, joined by his family, was honored for his professionalism and dedication.
