I want to thank the members of the Florida House Government Operations Subcommittee for unanimously advancing a bipartisan, common-sense measure that modernizes Florida’s vehicle registration system and directly benefits residents. This unanimous vote reflects broad agreement that practical solutions to improve government efficiency can and should rise above partisanship.

As Miami-Dade County Tax Collector, my office administers vehicle registrations at one of the highest volumes in the state. For years, registration status has already been verified electronically by law enforcement in real time. The physical yellow decal no longer plays a role in safety, compliance, or enforcement. Instead, its continued use has added cost, delays, and unnecessary administrative steps for residents and local offices alike.

From an operational perspective, eliminating the physical decal would save time and money. It removes the need to print, track, mail, store, and replace countless decals each year, allowing tax collector offices to focus resources where they matter most: customer service, fraud prevention, and efficient operations.

For Miami-Dade County residents, this change is especially meaningful. Eliminating the decal requirement is expected to save close to $3 million annually in Miami-Dade County alone, reducing wasteful administrative costs and improving service delivery. It also means fewer errors, fewer trips to an office, and fewer frustrations for seniors, working families, and residents with limited mobility.

This legislation reflects the same modernization principles we have applied across our office: leveraging technology to reduce paper-based processes, simplify compliance, and make government more accessible. The unanimous committee vote, combined with strong support from law enforcement and taxpayer advocacy organizations, underscores the strength of this reform. The Fraternal Order of Police (FOP) and Americans for Prosperity (AFP) have both expressed support for HB 841, recognizing that modernizing outdated processes strengthens accountability while improving efficiency.

I want to thank Representative Tom Fabricio, the sponsor of this legislation, along with co-sponsors Rep. Alex Rizo, Rep. José Alvarez, and Rep. Susan Valdés for their leadership in advancing this bipartisan bill and for standing firmly with Florida’s residents—proving that modernization strengthens, rather than weakens, accountability. I also thank Senator Ana Maria Rodriguez for her support and for championing the bill in the Senate. Together, we stand united with the people of our state to deliver real results for our communities.

As this legislation moves forward in the process, I remain committed to its adoption. God bless the residents of Miami-Dade County, and God bless the United States of America
