Dear Members of the Community,
The past session, I worked hard to pass numerous reforms. I am proud to announce my bill, HB 363 Privileged Communication Made to Crime Stoppers Organizations, has been signed by the Governor and will become law effective October 1, 2021. My other bill, HB 7007 OGSR/Department of Agriculture and Consumer Services, has passed through the House and Senate and is now awaiting for the Governor’s signature. These bills will add important protections to solve crimes and protect our neighborhoods:
HB 363: Crime Stoppers allows residents to anonymously report individuals who are or suspected of committing criminal acts in our community. The new law upgrades protections to keep the identity of the anonymous caller safe and help combat community violence. These reforms will help in unsolved cases like the case of 2-year-old Carnell Williams who died from a stray bullet in the Goulds community, and also help advocacy groups like Mothers Fighting for Justice.
HB 7007: Department of Agriculture and Consumer Services, DACS, investigates and regulates several professions and organizations in the State of Florida, including regulation of charitable organizations. If it becomes law, HB 7007 will help DACS work on cases and investigate more efficiently and will protect our residents from scams and fraud.
I am also honored to file the following appropriations project bills that have been included in the 2021 legislative budget.
Projects that will help the City of Homestead and it’s residents:
- HB 3121: Provides funding for the Homestead Automatic Flushing System Project to help the City of Homestead and some areas of unincorporated Miami-Dade County enhance their water quality by maintaining regulated chlorine disinfections level.
- HB 3123: Provides funding for the Homestead Water Tower Pump as a means of assisting the City of Homestead to meet its water demand for the area and store more water in the pump.
Project that will help Farmers in South Miami-Dade County:
- HB 3119: Provides funding for the Laurel Wilt Disease Program and help reduce the spread of the disease in the Florida avocado industry. The Florida avocado industry is the state’s second largest tree crop behind citrus and with the funding it will allow the industry to flourish, especially in a post-COVID-19 economy.
In addition to the bills and appropriations, my office has been working to provide services and critical information to local residents, community activists, and organizations. We have participated in many community activities including the food drive at the GFWC Women’s Club in Homestead, MDPD South District’s Easter Egg Hunt, Walking One Stop at Blakey Park, a community wellness fair with Homestead Councilwoman Jenifer Bailey, and hosted a food distribution and vaccine drive at the Covenant Missionary Baptist Church in Florida City.
Furthering my commitment to be visible in our community, District 117 staff has spent many hours walking our community neighborhoods reaching out to residents. Being attentive to community needs, I hosted two forums on community violence. I also had the opportunity to speak with Florida Cares on criminal justice reform.

On a side note, as a member of the Florida Black Caucus (FLBC), our organization will be offering 2021 FCBSL Foundation Scholarships for graduating high school seniors. The application is due by June 1, 2021 and should be mailed to FCBSL Headquarters, 400 North Adams Street, Suite B, Tallahassee, FL 32301. Please visit https://flblackcaucus.com/scholarships-grants for the application and more information on how to apply.
This is just the beginning. I will continue to fight tirelessly for the constituents of my district and ensure that each and every one can enjoy a better tomorrow.
Sincerely,
Representative Kevin Chambliss
