We are thrilled to welcome Seth, Lillias, and Arielle to South Florida to share with our community how their theater and advocacy work intertwine. Arielle Jacobs is a celebrated Broadway actress and singer, best known for starring as Princess Jasmine inAladdin, Nina in Lin-Manuel Miranda’s In The Heights, and originating the role of Imelda Marcos in Broadway’sHere Lies Love. A proud Filipino Jewish American, she is admired for her powerful voice, dynamic stage presence, advocacy, and entrepreneurial work empowering young girls and rescue animals. Helping Small and Local Businesses to Grow: Miami-Dade County Strategic Procurement Department is on Your Side

Miami-Dade County is committed to supporting its small and local businesses, which are the heart of the community. The Strategic Procurement Department (SPD) is working hard to make sure these businesses have the tools, resources and opportunities they need to succeed. Through a variety of programs and initiatives, SPD is leveling the playing field and making it easier for small and local businesses to thrive in a competitive market.

What Does SPD Do for Small Businesses?

Under the leadership of Mayor Daniella Levine Cava, who envisions creating a local economy that works for everyone, and SPD’s Director Namita Uppal, who brings a strong commitment to empowering small businesses, SPD focuses on removing the obstacles that small and local businesses often face. SPD’s main goal is to level the playing field by offering training, providing access to vital resources, and creating meaningful connections between small and local businesses, and the County.

Through these efforts, SPD is helping business owners to gain knowledge and support their need to navigate the County’s procurement system and grow sustainably over time. By removing barriers, SPD is making it easier for small and local businesses to succeed and contribute to a vibrant and thriving local economy.

    Key programs include:

    • Vendor Academy: A free educational platform that provides essential procurement information to the vendor community on how to do business with the County. The Vendor Academy offers online workshops, multilanguage videos, and in-person sessions to make sure businesses are ready to compete for County contracts.
    • Small Business Enterprise (SBE) Program: SPD helps businesses to become certified SBEs so they can access more contracting opportunities. SPD also provides concierge services such as one-on-one needs assessment meetings, assistance with payment and performance issues, and a mentor protégé program to help certified SBEs to grow.
    • Market Matchmaker Program: A fun and free event where small and local businesses can show off their products and connect directly with customers. It is a great way to gain visibility and make new business connections.

Supporting Small and Local Businesses with Financial Resources

SPD understands that securing funding can be one of the hardest parts of running a business. That is why SPD offers financial resources and workshops to help businesses to secure the capital they need to grow. Through initiatives like the RISE Fund Assistance Workshops, small and local businesses can learn how to access grants, loans, and other funding options that will help them expand.

Increasing Visibility for Small and Local Businesses

SPD works hard to make sure small and local businesses get the attention they deserve. For example, the Annual Procurement Expo allows small and local businesses to meet with County officials and other organizations to learn about new contracting opportunities and showcase what they offer. It is a fantastic way for small and local businesses to network and make valuable connections.

SPD also celebrates National Small Business Week – with a week of activities, including workshops, networking events and award ceremonies. It is a time to recognize the hard work of small business owners and provide them with the resources they need to succeed.

Creating Stronger Partnerships for Local Growth

By partnering with other local organizations, SPD is helping to create a stronger economic network for small and local businesses. One such partnership is with the Beacon Council, which works with SPD to provide even more opportunities for small and local businesses to grow and succeed. SPD also collaborates with local hospitals, schools, and municipalities to make sure small and local businesses have access to more contracting opportunities and resources.

    Making Things Easier with Technology

SPD aims to create an easy-to-navigate procurement website for small and local businesses. SPD is in the process of making its website more user-friendly, offering features like event calendars, tracking tools, and easy access to information. This will help business owners to stay updated on important events, deadlines and resources that can help them to grow.

    Why This Matters

SPD’s goal is not just about helping businesses to win County contracts; it is about creating a thriving local economy where small businesses can grow and provide more jobs for our community. By focusing on training, financial resources, partnerships and technology, SPD is building a foundation for long-term prosperity that benefits everyone in Miami-Dade County.

With these efforts, Miami-Dade County is becoming a model for other regions across the country, showing that when small and local businesses succeed, everyone wins. SPD’s dedication to supporting local entrepreneurs ensures that the County’s economy will continue to grow and to create more opportunities for small and local businesses, families and neighborhoods.

In short, SPD is working to make sure small and local businesses are not just surviving—they are thriving. Whether you are a mom-and-pop shop or a growing business, SPD has the resources and programs that can help you to take your business to the next level.

Here are five Florida laws going into effect on New Year’s Day

Douglas Soule / WUSF The 2026 Florida legislative session begins on Jan. 13.

From an animal abuser database to condo affordability accountability, here are some of the laws taking effect on Jan. 1.

The new year brings new laws.

While most bills passed during the 2025 legislative session are already active, here are five notable bills Floridians should know take effect on Jan. 1.

    Animal cruelty database

HB 255, has already mostly taken effect.

It’s called Dexter’s Law, named after a dog that was adopted from an animal shelter but was found beheaded shortly after in a Pinellas County park.

Provisions of the bill increasing criminal penalties for serious cases of animal cruelty became active over the summer.

But the legislation also directs the state to create a public online database of animal abusers by the new year.

    Pet insurance recognized

HB 655, creates a regulatory framework for pet insurance in Florida, starting Jan. 1.

It changes the definition of property insurance to include pet insurance, bringing pet policies under clearer state oversight. It increases consumer protections, caps waiting periods and creates a 30-day free-look period.

It also bans insurers from misrepresenting “pet wellness” plans as actual coverage, causing some consumers to think plans covering things like annual check-ups would also help with emergency care.

    Breast cancer checks

Under SB 158, those insured by the state won’t be charged out-of-pocket costs for medically necessary diagnostic breast cancer exams as well as imaging for those with increased risk of the disease.

    Condominium affordability accountability

High costs hitting condominium owners are, in part, driven by safety standards created after the 2021 deadly condo collapse in Surfside. Condo communities are required to have mandatory inspection and fixes — plus reserve funds to cover them.

But some provisions of a condo affordability billHB 913, are kicking in. They require more transparency from condo board associations, including by requiring those with more than 25 units to quickly post important records online.

Those records include video recordings of meetings — if the meetings are held over video conference — as well as meeting minutes.

Large portions of the measure are already in effect.

    Patient overpayment refund

SB 1808, requires health care providers to refund a patient’s overpayment within 30 days.

Facilities failing to return the money could face fines of up to $500, while individual medical practitioners could face professional discipline.

The restaurant was founded in 2013 by Parisian native Frederic Joulin, whose culinary background includes cooking for former French President Jacques Chirac and training at the three-Michelin-starred Guy Savoy in Paris. Operated by Frederic and his wife Letitia Joulin, the restaurant has cultivated a loyal clientele while welcoming diners from around the world.

The menu features French bistro staples prepared in the restaurant’s open kitchen, including escargot persillade served in bone marrow, homemade foie gras terrine with fig jam, French onion soup topped with Gruyère, steak au poivre with French fries, and mussels marinière in white wine sauce. Desserts such as chocolate mousse and classic profiteroles remain favorites among regulars.

Semilla is also known for its lively happy hour and beverage program, featuring a curated selection of wines, cocktails, and champagne. Wednesdays draw crowds for the restaurant’s popular $1 oyster special.

With its intimate 70-seat dining room, European-inspired décor, and open kitchen wrapped by a central bar, Semilla continues to embody the neighborhood bistro spirit. After more than a decade in Miami Beach, the Joulin family remains committed to the community that has supported the restaurant since its opening.
