Frequently Cited Violations
The City of West Park is dedicated to maintaining a clean, safe, tranquil, and attractive environment for all
residents, business owners, and visitors. We are providing this code enforcement frequently cited list of
violations to inform you of the City’s ordinances related to motor vehicle parking, building permit requirements,
home based business requirements, farm animals, animal nuisance, loud music, outdoor storage, yard sales and
markets, outdoor events, property maintenance, commercial vehicles and equipment, vehicle repairs, bulk trash
and garbage collection, and your responsibilities as a resident and/or property owner.
Important City Ordinances:
 Parking Violations: residents, visitors, and property owners must ensure all vehicles are parked on
designated and approved parking space (s) in accordance with City regulations. Parking on landscaped
areas (lawn or unpaved surface) or obstructive parking is strictly prohibited.
 Unregistered and Junked Vehicles: It is illegal to keep unregistered, abandoned, or junked vehicles on
public or private property. All vehicles must be operable, properly registered, and in compliance with
city ordinances.
 Public Safety Concerns: sidewalks, or driveways, streets, or obstructing traffic view at street corners,
pose a serious public safety risk and are subject to immediate action.
 Yard maintenance. Keep the grass cut and trees trimmed, overgrowth, outdoor storage, trash and debris
free (see Sec.14-151, 14-152, and 14-117).
 Property maintenance. Keep the building exterior walls, fences, windows, doors, roofs in good repair
and painted (see Sec. 14-152).
 Repair and maintenance of vehicles (see Sec. 42-197 (h) (1-5)), only minor repairs limited to tire,
battery, spark-plug or oil replacement may be performed in a carport or in the open air.
 Yard Sales and Markets, permits required (see Sec. 42-395 (a)).
 Outdoor Events, permit required (see Sec. 42-393 (a)).
 Home Occupation, business tax receipt required (see Sec. 42-392).
 No stopping, standing, or parking on sidewalks (see Sec. 38-35).
 Parking not to obstruct traffic. A parked vehicle shall not interfere with the free and normal use of the
street (see Sec. 38-33).
 Parking and Storage of Commercial Vehicles and equipment. One commercial vehicle weighing 5,000
pounds or less may be parked or stored in a carport or garage, or in a side or rear yard, if completely
hidden from the view of all adjacent properties of all residential zoning districts (see Sec. 42-197 (f) (1-
2).
 Non-permitted use of residential property for storage of motor vehicles is prohibited (see Sec.42-601 (g)
and 42-201).
 BULK TRASH COLLECTION AND CURBSIDE POLICY. Right Size Pile Out! Right Time Out! No Pile Left Out!
No Citations! Clean Streets! Bulk trash shall be placed at the curb for collection not more than 48 hours
prior to the scheduled pickup day (see Sec.10-14 (c).
 GARBAGE AND RECYCLING COLLECTION AND CURBSIDE POLICY. Right Time Out! Right Time In! No
Citations! Domestic garbage containers shall be placed at the curb for collection not more than 12
hours prior to the scheduled pick up day. Domestic garbage containers shall be removed from the curb
within 24 hours after pickup (see Sec.10-14 (c).
 No Bulk Trash Collection Service for Undeveloped Lands and Commercial Properties.
 Vegetation standards for proximity to electric facilities. No tree or vegetation shall be planted where at
mature height it may be present within 20 feet of overhead electric facilities (see Sec. 14-118 (b).
 Keeping of farm animals within city limits is prohibited (see Sec. 6-6).

 Sec. 6-11. – Barking dogs and nuisance animals prohibited.
 Plainly audible music.
a. Live or recorded music or other sound may not be played or broadcast, mechanically or electronically,
between the hours of 9:30 p.m. and 11:00 a.m., unless such live or recorded music or other
sound is played or broadcast within the interior of a building and is not plainly audible at the
property line of the property on which the building is located.
b. Live or recorded music or other sound may not be played or broadcast, mechanically or electronically,
between the hours of 11:00 a.m. and 9:30 p.m., if it is played or broadcast at a sound level
which is plainly audible 25 feet from the point of origin of the music or sound (see Sec. 24-86 b
(15) (a-b).

 Sec. 42-601 (g) Park motor vehicles registered to an occupant of residence on the driveway. Use of
residential property for storage of motor vehicles is prohibited.
 Sec. 42-83 Permits required. This is list is an example of work for which a permit is required.

 Unlicensed Contractors -In 1990, Broward County Commissioners approved a countywide unlicensed contractor program to
reduce problems associated with construction work of unlicensed contractors. In brief, the unlicensed
contractor program states that any construction work performed in Broward County must be completed
by a licensed contractor who has an up-to-date Broward County Certificate of Competency (license) or a
State of Florida license.
There are many concerns with the use of unlicensed contractors which ultimately affect you, the
consumer. Hiring an unlicensed contractor is a choice made by you, therefore you are held accountable
for all outcomes associated with the contractor’s work. Using an unlicensed contractor often leads to
unsafe and hazardous construction and additional costs.
The use of an unlicensed contractor may result in the following problems:
Inability to Receive Inspections: In order to apply for a building permit from any building department in
Broward County, a contractor must have a valid license. Failing to get required permits will result in jobs
being performed without inspections. Such unauthorized construction leaves you with no guarantee as
to whether the construction was performed correctly and is safe.
Failure to Meet Florida Building Code Standards: Unlicensed contractors can’t apply for a building
permit therefore their construction work cannot be reviewed or inspected. This eliminates the
opportunity to ensure that the work meets Florida Building Code (FBC) requirements. Failure to meet
FBC requirements may result in unsafe and hazardous conditions.
Substandard Workmanship: As unlicensed contractors do not go through the process of getting a
license, they do not know required construction standards which are understood by licensed
contractors. This leads to shoddy and substandard workmanship. The review of construction plans and
inspections by building departments in Broward County provides that work has been performed
correctly and meets the standards of the Florida Building Code.
Further Cost to You: The work of unlicensed contractors is often substandard and ultimately leads to
costly repairs and corrections that require services of a licensed contractor. You may pay more money
for the job than if you had initially hired a licensed contractor.
Fraud and Exploitation: The continued hiring of unlicensed contractors encourages “roving” unlicensed
contractors who are involved in illicit construction practices. These contractors embark on work
throughout the county, often taking money for jobs that are never started, not completed or are poorly
constructed. Ultimately, you incur the additional expense for such activities.
Consumer Liability: You are responsible for the hiring of a contractor. Consequently, you are responsible
for any damages and injuries incurred on the job site since unlicensed contractors often do not have
general liability and workers’ compensation insurance.
Legal Action against the Consumer: Since you are held responsible for hiring an unlicensed contractor,
you run the risk of being involved in legal action. This legal action may involve lawsuits from various
parties due to the unauthorized construction work, thus incurring further cost.
Code Enforcement Fines: Hiring an unlicensed contractor violates Florida Building Code requirements.
This may subject you to fines and the possibility of facing a quasi-judicial hearing in front of a Hearing
Officer.
