The Miami-Dade County Independent Civilian Panel (ICP) is the impartial entity created to conduct independent investigations and review and hold public hearings regarding concerns or issues relating to sworn officers of the Miami-Dade Police Department.
During the Nov. 15 meeting, the panel elected Loreal Arscott as chair and Pam Perry as vice chair. They were appointed by Vice Chair Oliver Gilbert and Commissioner Sally Heyman, respectively.
Arscott, received a Bachelor of Arts in both Political Science and English, while minoring in Psychology, from Florida State University in 2003. Three years later, she received her Juris Doctorate from the University of Florida’s Levin College of Law.
In 2019, Arscott formed the L.A. Law Firm PA, where she specializes in civil litigation, municipal law, real estate, family law and probate. Prior to launching her firm, Arscott worked in the municipal sector at the City of Miami Gardens where she served as the assistant city attorney and the director of the Office of Civic Engagement.
Arscott also serves her community as president of her children’s Parent Teacher Association (PTA), and previously served on the Miami-Dade County Black Affairs Advisory Board and the Miami-Dade County Commission for Women. She also is a member of the board of directors of Legal Services of Greater Miami and is a member of the advisory boards of Securing our Futures, PACE School for Girls, and KidSide Inc.
In April 2014 Arscott was awarded the Rising Star Award at the National Summit of Black Women Lawyers. In October 2017 Arscott was selected as a Legacy Magazine 40 Under 40 Honoree. In February 2018 she was honored by the Dade County Bar Association during their Black History Month celebration as a “Rising Star.” In February 2020 she was recognized by the Miami-Dade County Black Affairs Advisory Board as a “Woman of Distinction.” In January 2021 Arscott was featured by Social Miami as a Rising Leader in the Law.
Perry is a Miami native and a lawyer, mediator, and arbitrator. Perry is a panel member of the American Arbitration Association, a Florida Supreme Court Qualified Arbitrator and a Florida Supreme Court Certified Civil-Circuit and Appellate Mediator.
Perry has served as the chair of the Judicial Nominating Commission for the Eleventh Judicial Circuit and was the first woman president of the Florida Association of Criminal Defense Lawyers (Miami Chapter). She was a member of the Miami-Dade County Charter Review Task Force and also has served as a member of the Miami-Dade Community Relations Board, Miami-Dade Fire Rescue Response K-9 Foundation, Florida Bar Committee on Judicial Independence, and Florida Association for Women Lawyers.
Perry has been a Martindale-Hubbell AV-rated lawyer since 1990. She received the G. Kirk Hass Humanitarian Award from the Florida Bar Association and is regularly listed in Florida Super Lawyers and other publications.
The other 10 members of the Independent Civilian Panel are: Josaphat Celestin, Ruben Paillere, Eduardo Dominguez, Jeannett Slesnick, Pedro Mora, Senator Oscar J. Braynon, II, Joshua Jones, Raymond Melcon, Luis Martinez, and Clemente Vera.
