Holtzman Vogel Baran Torchinsky and Josefiak PLLC (Holtzman Vogel), a nationally recognized law firm specializing in political law, regulatory matters, and high-profile litigation, recently announced that Elizabeth Price Foley has joined the firm as partner in its District of Columbia and Miami offices.
Foley brings experience litigating a wide range of issues, including limits on government and administrative power, federalism-based limitations, and complex individual rights issues. Before joining Holtzman Vogel, she practiced law at an AmLaw 100 firm and a constitutional law boutique and was the executive director of the Florida Chapter of the Institute for Justice.

Outside of the courtroom, Foley is a tenured professor of law at Florida International College of Law with more than 20 years of experience teaching courses such as Constitutional Law, Separation of Powers, Civil Procedure, and Health Law. She is a skilled speaker and writer who frequently pens op-eds in national outlets and has testified before Congress on numerous constitutional issues such as legislative standing, congressional subpoena power, lawfare, the president’s duty to faithfully execute the law, and more. She has written three books on constitutional law, published by Yale, Harvard and Cambridge University Presses.
Foley joins Holtzman Vogel’s Miami office, which recently leased a new 6,415-square-foot space in the landmark Ryder Colonnade building located at 2333 Ponce de Leon Blvd. in Coral Gables. The expansion reflects the firm’s ongoing strategic growth, which has recently included a new presence in Nashville, Salt Lake City and a larger office space in both Washington, DC, and Phoenix.
Foley clerked on the U.S. Court of Appeals for the Fifth Circuit and holds an LLM from Harvard Law School, a JD from the University of Tennessee College of Law, and a BA in History from Emory University.
